redhat9不能打开网页，但ping远程主机发现延时50～90ms

以前windows系统装了一个net eeder，后来发现它很变态，就是每次重装windows系统都要***它优化所有端口才能打开网页，否则显示已经找到网站但打不开（我们用VDSL，外置modem），不知道是不是那个软件修改了什么端口要依赖它。现在***了redhat9，但不能用那个软件，总是不能上网。大家救救我啊，很想用linux
早上试了一下用adsl－co ect，adsl－start拨号，发现可以发送和接收数据，没提示出错。
而且我ping局域网的机器也成功，但就是打不开网页。
附：linux有没有网络加速软件？有没有优化网络端口的命令？
最后，请看这两附图，我ping局域网机器是0.0几ms，ping
DNS的IP是20－50ms，这说明是网络端口的问题了，但我应该怎样解决呀？？？
